IMPORTANCE OF PARLIAMENTARY CONTROL IN THE RUSSIAN FEDERATION

Abstract

Background. In conditions of democratization processes development in the Russian Federation it is impossible to imagine the executive authority without the legislative authorities’ control over it. The parliamentary control, the legislative authorities’ control over the government activity is one of the most important functions of the parliament. The said type of control allows a more efficient and coordinated implementation of the state policy by the whole government mechanism, promotes reduction of violations of laws, rights and freedoms of citizens by individual executive authorities and officials thereof.
Materials and methods. The article analyzes the Constitution of the Russian Federation (adopted by the nationwide vote on 12.12.1993) (regarding the amendments due to the RF laws on the amendments to the Constitution of the Russian Federation from 30/12/2008 № 6-FKZ, from 30.12.2008 № 7-FKZ, from 05.02.2014 № 2-FKZ, from 21.07.2014 № 11-FKZ); the Federal constitutional law from 26.02.1997 № 1-FKZ (edition from 12.03.2014) «On the Ambudsman in the Russian Federation »; the Fedral law from 07.05.2013 № 77-FZ (edition from 04.11.2014) «On the parliamentary control».
Results. The analysis of the given authority allows to conclude that the parliamentary control at the federal level may be implemented quite efficiently. Executive authorities are given ample opportunities in the field of control over other institutions of the authority. The Federal Assembly possesses significant instruments that legally allow to as openly as possible influence the bodies under control, to prevent violations of civil rights by them.
Conclusions. As one can see, competent legal regulation of institutions of parliamentary control leads to efficiency and quality improvement of the executive authorities’ activity. The control promotes openness of political processes, maintenance of publicity of the state apparatus’ activity.
